Ledger Enterprise
HSM-based self-custody platform from Ledger with Tradelink off-exchange settlement
What is Ledger Enterprise?
Company and ownership
Ledger Enterprise is the institutional arm of Ledger SAS, the Paris hardware wallet maker founded in 2014. Ledger marketed the platform as Ledger Vault in 2019. The company says more than 100 institutions have used it since 2019. Client testimonials on its site come from Crypto.com, NDAX, Tetra Trust and Legacy Trust. Sebastien Badault is vice president of Ledger Enterprise, and Pascal Gauthier is chairman and CEO of Ledger.
Ledger is privately held. Its $380M Series C in June 2021 was led by 10T Holdings at a valuation above $1.5B, and its last primary raise came in 2023. In March 2026 The Block reported a $50M secondary share sale in the fourth quarter of 2025, and Gauthier did not commit to a near-term listing, saying Ledger could stay private. Ledger opened a New York office as a hub for its institutional business the same month.
Custody model and security
Ledger states that Ledger Enterprise does not act as a custodian. Clients hold their own keys, which are generated and used for signing inside FIPS 140-2 Level 3 certified HSMs. Every operation passes a policy engine enforced in hardware, and quorum approvals execute in HSM firmware. Approvers sign on Ledger personal security devices with Clear Signing, so transaction details appear on a secure screen before approval. The iOS app works only with a Ledger Stax and only for clients that have signed a Platform as a Service Agreement.
Clients can run the platform hosted or on-premise. Ledger Enterprise Multisig, launched on October 23, 2025, puts Clear Signing in front of Safe smart accounts on Ethereum, Base, Arbitrum, Polygon and Optimism. It runs on Safe's audited contracts, so existing Safe accounts need no migration, and Ledger says Solana and native Bitcoin multisig are planned.
Regulation and insurance
Ledger Enterprise claims no financial regulator license, which matches its position as a technology vendor. Ledger says the unit holds SOC 2 Type 2 certification and is working toward ISO 27001, ISO 22301 and the French CSPN security visa. Regulated custody on its network comes from partners. Tradelink launched in 2023 with custodians including Komainu, Tetra Trust, Etana and Crypto Garage, and Ledger describes Tangany as BaFin-regulated and MiCA-licensed.
Ledger runs a turnkey specie insurance program underwritten by Arch Insurance (UK) Limited. Clients set up a custom policy as an add-on, and Ledger says some of them carry cover of up to $750M. In 2019 Arch and broker Marsh built a crime policy of up to $150M for assets on Ledger Vault.
Products and integrations
Ledger claims support for more than 5,000 coins and tokens. Its help center lists 39 mainnets, including Bitcoin, Ethereum, Solana, XRP Ledger, Tron, Cardano, Tezos and HyperEVM. An August 2026 post describes Canton Network support, where at least two independent validators must confirm each transaction. Full staking access covers ETH, ADA, DOT, POL, SOL and XTZ, and Figment and Kiln are among the staking partners.
Tradelink is the trading and collateral layer. Asset managers pledge assets held in Tradelink collateral accounts to liquidity providers and trade on those venues, while HSM cryptographic proofs confirm ownership without a physical transfer. In April 2026 Tangany joined as a core custodian for tri-party settlement. September brought an integration with Membrane Labs' loan and collateral platform and a Payward deal that gives Ledger Enterprise clients access to trading, qualified custody, payments and funding rails through one integration with Kraken's infrastructure.
Pros and cons
Pros
- Keys generated and used inside FIPS 140-2 Level 3 HSMs, with quorum rules enforced in firmware
- Clear Signing on Ledger devices for every approval
- Tradelink off-exchange settlement with custodians including Komainu and Tangany
- Over 5,000 coins and tokens, with full staking access on six networks
- Arch-underwritten specie program, with some clients insured up to $750M
Cons
- Holds no custody license, so regulated custody needs a partner
- SOC 2 Type 2 is self-reported in an FAQ; ISO 27001 still in progress
- Each approver needs Ledger hardware, and the iOS app requires a Ledger Stax
Our review
A strong option for institutions that want HSM-enforced governance and off-exchange settlement from one vendor. Firms that must hold assets with a licensed custodian will need a Tradelink partner as well.
Ledger Enterprise takes a hardware-first approach to institutional self-custody. Keys stay inside HSMs, and quorum rules run in HSM firmware instead of application code. Approvers confirm each transaction on a Ledger device screen, which removes blind signing from the approval flow.
The enterprise record is clean by Ledger's own count: no hack or asset loss since 2019. Insurance runs through add-on policies, so the $750M figure reflects what some clients bought and does not describe a standard limit.
Tradelink gives the product reach beyond key storage. An asset manager can leave collateral with a regulated custodian and still trade on partner venues, which cuts the balance held on exchanges. The 2026 partnerships push the network into lending workflows and Kraken's exchange rails, and Ledger said at the 2023 launch that it would not charge transaction fees on the network.
The weak spots are compliance evidence and scope. Ledger publishes its SOC 2 Type 2 claim in an FAQ without naming the auditor, and ISO 27001 is still in progress. Its own pages also give the HSMs an EAL5+ rating in one place and EAL6+ in another. Ledger holds no custody license, so a bank or fund that must use a qualified custodian needs a second provider. Every approver also needs Ledger hardware, which adds device logistics for distributed teams.
Ledger's consumer business carries a longer incident file. A July 2020 breach of its e-commerce database exposed about 1 million email addresses, and a later public dump held names and postal addresses for roughly 272,000 customers. In December 2023 an attacker used a phished former employee's NPM account to publish malicious Connect Kit code that drained users of third-party dApps for under two hours. In October 2026 criminals tampered with Ledger devices sold through resellers in Southeast Asia, and Ledger said the attack hit its distribution channel after devices left its control. Ledger's statements on these events do not mention the enterprise platform.
It fits banks, exchanges, asset managers and token issuers that run their own operations teams and want hardware-enforced governance with off-exchange settlement from one vendor. Firms that want a licensed custodian to hold assets for them would pair it with a Tradelink partner custodian.
